OWC Reaffirms Commitment to Fulfilling Presidential Directives for National Development
Operation Wealth Creation (OWC) has reiterated its strong commitment to fulfilling its responsibilities in accordance with the framework established by President Yoweri Kaguta Museveni.
The reassurance was made by Counsel Twinobusingye Severino, the Principal Legal Advisor to OWC Chief Coordinator, also Senior Presidential Advisor on Defence, Gen. Caleb Akandwanaho Salim Saleh, while addressing over 300 OWC officers at the National Leadership Institute (NALI) in Kyankwanzi.
The OWC officers, including 18 Generals and 52 Colonels, were attending a five-day retreat focused on aligning their roles and work plans in fulfilment of the Vision 2040 for the socio-economic transformation of Uganda. Others who attended were Lt. Colonels, Non-Commissioned Officers, senior government officials and some former ministers, totalling 321 participants tasked with coordinating OWC across the country.
Counsel Twinobusingye, who is also the president of a global Roman Catholic lawyers’ network, the Catholic Lawyers Society International (CLASI), emphasised OWC’s full dedication to implementing the President’s directives and to collaboratively achieve the nation’s vision for growth and development.
“OWC’s commitment to implementing the President’s directives reflects its collaborative approach to national development. By working together with other stakeholders, we seek to harness collective efforts towards achieving the nation’s goals and aspirations,” said Twinobusingye, who is also the Chairperson University Council at Karamoja Peace and Technology University (KAPATU) project.
Counsel Twinobusingye explained that through its dedication to the President’s vision, OWC is poised to make a meaningful impact on Uganda’s development trajectory, fostering a brighter future for both the nation and its citizens.
Citing Article 99 of Uganda’s Constitution, which grants the President considerable authority, Twinobusingye said OWC recognises and respects this constitutional mandate, the reason it aligns its efforts with the President’s vision for national development.
“By adhering to the President’s directives, OWC demonstrates its commitment to contributing to Uganda’s socio-economic transformation. Through its initiatives, OWC aims to empower citizens, promote economic growth, and enhance the overall well-being of the population,” he emphasised.
The officers were also addressed by the Chief of Defence Forces, Gen. Muhoozi Kainerugaba, who was represented by UPDF/Ministry of Defence and Veteran Affairs spokesperson Maj. Gen. Felix Kulaigye, alongside other OWC Strategic leaders, including H.E Amb. Lt. Gen. Philip Idro and Hon. David Pulkol, who are both Principal Advisers to Gen. Saleh.
The OWC strategic leaders highlighted the agency’s vital role in advancing the country’s National Development Plan IV (NDPIV), which comprises 18 targeted programs aimed at promoting sustained growth and development across Uganda.
“OWC is committed to transforming the President’s vision for socio-economic advancement into actionable strategies”, Amb. Idro said.
The retreat was closed by the Minister for the Presidency, Hon. Milly Babirye Babalanda.
